City of Regina – Manager, Land Development

Reporting to the Director, Land, Real Estate & Facilities, the Manager, Land Development is responsible for the management of the Land Development Branch within the Land and Real Estate Department, including operational and program planning, stakeholder relationship management, financial management and people leadership.

Mandate includes leading a branch which provides full planning, design and construction management activities for the Branch as well as inspection services and acceptance approvals for new infrastructure associated with growth and infill development of City owned lands. This position will be responsible for creating and implementing a Land Strategy which will guide land development of City owned lands. This position will also oversee the land-use planning, design and construction for water, wastewater, roadways, drainage, landscaping and parks projects related to City development projects.

As a member of the Department’s management team, the Manager leads and/or participates in Department or Citywide projects and special initiatives and the management and delivery of City land development projects. This includes projects involving the servicing of City owned developments and directly affects the returns received by the City. Maximizing returns significantly impact the financial result for the City.

The Manager provides expert advice and recommendations on the suitability of the land for development and the potential costs to service lands.

The Manager is also responsible for ensuring compliance with internal and external requirements.
